A leading Central Government organisation are urgently seeking a Senior Finance Manager, to develop & maintain a financial cost model to support a major Programme.
This is an initial 6-month contract, Inside IR35 and requires SC Clearance.
Responsibilities:
* Develop & maintain a financial cost model to support the Programme that integrates with the Programme's overarching Full Business Case. * Lead on the identification and documentation of risks and mitigation to support the undertaking of formal Optimism Bias and Quantified Risk Assessments. * Identify and cost options, within the programme's agreed design and procurement strategy, to support appraisal and recommendation of the preferred option. * Provide suitable scrutiny and challenge of cost information provided to ensure the robustness of the resulting financial estimates. * Produce as required a form of business case justification which follows the principles of HM Treasury's five case model and ensure timely approval within the Programme's governance structure and plan timetables.
Essential Experience:
* Strong financial skills (Qualified Accountant) * Strategic financial leadership * Strategic Stakeholder Management Skills * Capacity to work collaboratively within a multi-stakeholder environment, developing successful relationships between own team and other areas * Proven experience of cost and schedule risk analysis * Excellent track record of cost modelling multibillion-pound programmes
